How President Putin plans to prevent mayhem at the 2018 World Cup

  • 1. Total bans of planes and 'flying devices' such as drones around World Cup stadiums except for aircraft belonging to the military, FSB, emergency services and major civilian carriers.
  • 2. Stringent checks so that the identity of every single Russian and foreign fan attending games is known and registered in advance.

  • 3. A strict system of 'controlled and forbidden zones' in venue cities enforced by police and FSB to ensure only essential access, and to separate potentially hostile fan groups from engaging in Marseille-style fighting.

  • 5. Bans on movement of ships and boats close to stadiums located in port cities - including Kaliningrad, where England play Belgium.
  • 6. Massive restrictions in sales of arms, explosives, poisons and narcotic and psychotropic drugs in venue regions, and closure for the duration of the tournament of factories producing 'dangerous' goods close to grounds.
