Javier Solana, the former Nato secretary-general who helped to negotiate the Iran nuclear deal has been denied entry to the US because of a past visit to Tehran
Under normal circumstances, Spanish citizens do not need a visa to visit the US for less than 90 days. However, according to rules introduced in 2016 under President Obama, this would not apply to applicants who had visited blacklisted countries.
Javier Solana visited Iran in 2013, to attend the inauguration of President Rouhani.
Citizens of other countries who have visited Iran, Iraq, Syria or Sudan since March 1, 2011 are automatically rejected by the Electronic System for Travel Authorisation programme.
Mr Solana was one of the first advocates of the Iran deal. He began negotiations in 2003 when he was head of foreign policy for the EU. He was visiting the US to speak at an event in Washington when his waiver was denied. It was “a mean decision,” he said, but “more bureaucratic than political”.
