The national security adviser, John Bolton, suggested Mr Kim has to entirely relinquish his nuclear programme before the US would consider concessions, a template that Mr Bolton called “the Libya model”

Enter John Bolton, the famously hawkish National Security Adviser to the Trump administration. He has been in the fore-front of the pressure being mounted on North Korea.

Kim Kye-gwan, the North’s first vice-minister of foreign affairs, is now saying that the White House was misrepresenting his country’s readiness to surrender its nuclear capabilities.

He specifically accused Bolton of leading “an awfully sinister move to impose on our dignified state the destiny of Libya or Iraq, which had been collapsed due to yielding the whole of their countries to big powers.” He said the North would not hide the “repugnance” it felt for Mr Bolton.

In February Mr Bolton wrote in The Wall Street Journal that a pre-emptive military strike on North Korea by the US would be legal.
