In 2011, construction began with an expected completion date of early 2018.
But its completion has been rocked by a wave of financial disputes over unpaid wages in the last few years.
Around 100 workers initially went on strike in 2015, but Putin promised they would get their money, urging them to resume work.
Further protest were staged the following year, but nothing was done, according to reports, so now they have now adopted drastic measures for their pay.
